Waste paper reuse and recycling not only saves the environment, but also reduces costs
India generates approximately 0.1 million tonnes of municipal solid waste everyday, or about 36.5 million tonnes annually! Of this waste, 40% is just paper. In other words, we produce 14.6 million tonnes of waste paper every year!
Waste paper is not just thrown away or used only for wrapping your purchases at the local kirana shop. Globally, recycling of paper is a huge business. There are global exchanges that deal in waste paper and many countries mandate the recycling of paper.

Currently, the recovery of waste paper in India is low at 26% compared to say Germany at 80%, Thailand at 45% and China at 38%, according to the Indian Agro & Recycled Paper Mills Association (IARPMA) estimates. Here, it is pertinent to note that recovery means collecting back for reuse, while recycling means producing paper out of recovered waste paper. This means that out of our consumption of 8.3 million tonnes of paper, only about 2 million tonnes is recovered for reuse. Obviously, there are significant opportunities hidden in paper.
Here, we cover three such businesses—recycling, waste paper collection or recovery, and waste paper based handicrafts.
Paper Recycling
IARPMA projects the demand for paper in India to reach 15 million tonnes by 2015. If we were to reach China’s current level of recovery, then we should be recovering 5.7 million tonnes of waste paper for reuse by then. While the production of recycled paper has increased approximately three folds from just 13% in 1985 to nearly 40% in India, the potential is much larger.

Paper produced by recycling is generally of four kinds—writing/printing paper, newsprint paper, duplex boards, and craft paper. Recycled paper is often made into the same grade of paper that it was originally. For example, old newspapers are recycled to produce newsprint, and corrugated cardboard boxes are recycled to produce paper for packaging.
Paper production is a highly capital- and labour-intensive activity. According to PG Mukundan, Secretary General, IARPMA, “Depending on the production capacity of the mill and quality of the output, the initial investment will not be less than 50-100 crores.” Major investments would be on machinery, which includes the pulping machine, multi-stage washer, head box, felt, paper machine, and dryer. Besides these, one would require pollution control equipment, and water treatment plants. Other areas of investment would be into land and buildings—yard for stocking, storage area for keeping and segregating waste paper, and the cutting division. These requirements remain the same for producing different kinds of paper but some processes may vary. For example, for producing craft or brown paper, everything is the same minus bleaching.
Compared to the cost of producing virgin paper, the production cost of recycled paper is much less. According to Jogarao Bhamidipati, Vice President at the ITC Paper boards and Speciality Papers Division (PSPD), “Production cost comes down because for producing virgin pulp, you have to first cut the trees, make it into small chips, cook it, bleach it and make it into pulp. These processes can be avoided by making pulp from waste paper.” He says production costs can be down by about 40% with recycled paper. Cutting down these processes also helps to reduce the levels of pollution caused by paper mills.

This is my second comment on this page. I wrote d first comment on February 20, 2009. I was very keen about this topic & wanted to have more info about this. Initially, i tried to find the info. online etc. but that didn’t help much beyond a certain point. I have been gathering info. since then ( approx. 20 months. or more than that) While checking diffnt resources, I fortunately met/spoke/communicated with few of the HIGHLY EXPERIENCED ppl in this industry. I had prepared a business plan based on d data I had & later corrected it with the help of my mentors. I have also visited couple of Paper Mills nearby Pune. (Sincere thanks to my mentor as he went out of the way to arrange a visit for me). I got to see the entire production process right from the raw material processing (i.e. Pulp Formation) to the final product, i.e. finished paper. Fortunately, I could note down each & every minute details of the Paper Manufacturing Process. (i.e. the Raw Material quantity & the process used to prepare Pulp, Names of all the Chemicals & their quantity used, the filtration process, the machineries used in sequence with their names etc.). I have done a lot of ground work for this project. Along with this I have also worked on creating the Financial Plan which includes Starting Balance Sheet, Profit and Loss Projection, Cash Flow Projection, Balance Sheet Projection and Calculations of Approx. Returns on the Investment etc. So now looking forward to raise Funding for the Paper Manufacturing unit based on Recycling Technology. Very recently I saw a video on youtube.com about how to make handmade recyled paper the process was pretty simple. AS some one mentioned here the only(very serious) concern is about the waste water that is generated.
We can actually set up a small unit in the junkyard, open hall, courtyard, old shed or Rooftop shed. If any one is interested in a small business setup this should be ideally good. We can go on and improve the business later.
We can initially start it as a hobby.
I also have plans for the recycled product.
It can be used for crafts like hand made greeting cards, pen holders, photo frames. Etc.............. The list goes on. You/we also need to be very creative.
I have seen a video where a company has made toys with the DieCast paper pulp just like with plastic. The tracks the engine and a complete replica of recycled paper cast toys.

This is a very good article & provides a lot of information on the paper industry & initial setup. Could anyone please help me with details of the approx. capital required to start a paper mill/paper manufacturing ?
Also if initially we start with paper collecting group only.

I spoke to senior person who is associated with the paper industry. In his words:
"We import paper from other countries. The price range is between now a days 150-195$ per MT + claring and duty charges"
Hope it answers your question. So why would you like to import paper..?

Actually i want to import a machine from India to Bangladesh,which can recycles the waste paper .But i am not getting any information on it.And Who is selling the machine in India?

Let me clarify, of the paper produced annually in India, i.e. 8.3 million tonnes, only 26%, i.e. 2 million tonnes, is currently being recovered (example, by scrap dealers or Kabariwalahs) for reuse. And of the possible re-use options, one can be for producing more paper,and second can be for creating products/crafts.
Another business opportunity, that I have discussed in the article, is of collecting waste paper in an organised way. This is important because of all the paper that we throw in the dustbin, not all can be used for recycling (read reuse) because it becomes soiled.
I hope this clarifies your doubts.

There are 2 inconsistencies in the article above from how I understood it:
1. If the annual consumption of paper in India is 8.3 MMT, how can the waste paper produced annually be 14.6 MMT.
2. It is quotes that the production of recycled paper is now 40%. 40% of what? It cannot be 40% of the total paper consumed, as it is already said to be 26%. In that case, it has to 40% of the total waste paper recovered. Now if out of the total waste paper recovered, only 40% is recycled, what is done with the remaining 60%? Certainly that is too large a percentage to be diverted to other uses like handicrafts...
