Today (two days ago, in fact) , finally I was one of those struggling to get admission of a child in Nursery. (PS- I am not married, no chidren either :-) ) It was child of a close friend, a Delhite based in Bangalore, now getting an opportunity to shift back. We inquired in quite a few schools, including my school where I know the 'relevant' people. I was of the view that inspite of the court order, schools would be playing different games. However, they weren't. Atleast the ones we visited, seemed to actually comply to the terms legally set, to the extent, that a child born 13 day after 31 March, has to take admission in next session and so has to bear the brunt of being 1 year late. I have experienced it in my life, and though its not too bad but has a bad effect on the child, when other peers and others notice and comment.
Among all this, what I came across to see was a worried parent. "Nursery Admissions" are still a nightmare for parents, as compared to admissions for senior classes. I saw in him, a father working in an MNC bank wearing formals with tie, sitting on the edge of chair in front of teacher, and describing his situation about transfer and all and then hurriedly showing his child's certificates to the teacher, with tension and worry strewn all over the face.
I found following points to ponder over after this which could have eased the situation:
1. Cant we have better systems where nursery admissions don't create so much tension for parents, while not being a financial burden on their pockets? The court has tried to regulate the malpractices by schools, of parents' interviews etc, but nevertheless hasn't been able to ease the process completely.
2. Why is the industry of nursery admissions consulting not flourishing (as a perfect market industry of course, and not just to fill pockets of middle-men?) There are few sites which try to give information, but they don't have any authentic names behind them.
What else do you see? Any solutions?

I just read your post on nursery admission issues and no help for parents. Very well written.
This is exactly the same issue that led us to start NurseryAdmissions.Com 3 years back.
We are trying our best to ensure that parents don't have to go through this horrible experience and get all the information and support they need.
We are not only trying to influence the policy makers but also make the schools change the way they deal with parents.
Infact, for the past 2 years we have fully bootstrapped this venture and have been working on making a platform which would take care of all admission tensions of parents.

Education has changed a lot over the years and we strongly believe that it is now a equal partnership between schools and parents.
As for your point about counselling services, we are at final stages of announcing this service for parents with some reputed names in education behind the initiative. This service would be very affordable too.
